As of early May 2025, the situation on the Ukrainian labor market was extremely uneven: in a number of regions, in particular in Lviv region and Kyiv, the number of vacancies significantly exceeds the number of registered unemployed. This is evidenced by data from the State Employment Service.
In total, about 62 thousand current vacancies were registered with the employment service across the country. The largest volume of offers was recorded in Lviv region - here employers offered almost 12 thousand jobs, while only about 5 thousand people were officially registered as unemployed. Lviv region became the only region where the number of vacancies almost twice exceeds the number of unemployed.
In second place in terms of the number of job offers is the city of Kyiv. The capital had about 5 thousand vacancies with 2.9 thousand registered unemployed. This also indicates a positive balance in the labor market: the number of jobs exceeds the number of those looking for them.
It is noteworthy that according to the Unified Vacancy Portal, the situation is even more contrasting. In the Lviv region, there are 25.5 thousand open vacancies, and in Kyiv - over 75 thousand. This demonstrates high demand for workers in these regions and indicates their active economic dynamics.
In contrast, the situation in the south and east of the country is radically different. The fewest vacancies were recorded in the Kherson region - only 542 against the background of 3.3 thousand registered unemployed. In the Donetsk region, the situation is even worse: 572 vacancies for 7.3 thousand people looking for work. This indicates significant difficulties with employment in the regions that were most affected by the war.
Such an imbalance in the labor market demonstrates regional differences in economic recovery and labor force mobility. Analysts call for more active support for labor migration within the country, retraining of personnel, and development of employment infrastructure in regions with high unemployment.
