Over 400 billion for development: how the 5-7-9% program supports Ukrainian business

Since the start of the implementation of the state program “Affordable Loans 5-7-9%”, Ukrainian business has received significant financial support. Over the past five years of the initiative, more than 115 thousand preferential loans have been provided to entrepreneurs for a total of 401.5 billion hryvnias. Since the beginning of 2025 alone, the volume of new loans has reached 35.4 billion hryvnias, which is distributed among 11,206 enterprises.

The press service of the Ministry of Economy of Ukraine reports that in the last week alone, Ukrainian companies have concluded 648 new loan agreements within the program for a total of 1.8 billion hryvnias. The activity of program participants remains consistently high, especially among representatives of the real sector of the economy.

According to Deputy Minister of Economy Andriy Telyupa, since 2024 the focus of the program has changed significantly. Now it is aimed primarily at supporting investment projects, expanding processing capacities, as well as stimulating enterprises operating in regions close to the combat zone. This allows maintaining economic activity even in the most difficult conditions.

During the first months of 2025, funds from the program were distributed as follows: UAH 8.7 billion for investment purposes, UAH 7.5 billion for supporting businesses in areas with increased military risk, UAH 6.8 billion for the development of the processing industry, and another UAH 5.7 billion for supporting the sowing campaign and replenishing working capital. This indicates the multifunctionality of the program and flexibility in responding to the requests of entrepreneurs.

The largest number of loans under the “5-7-9%” program are received by representatives of the processing industry, the agricultural sector, as well as wholesale and retail trade. The leaders in terms of the volume of funds raised are Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia and Poltava regions, as well as the capital of Ukraine - the city of Kyiv.

46 banking institutions participate in the program. The leaders in terms of the number of loans issued remain Privatbank (53.6 thousand agreements), Oschadbank (17.7 thousand) and Ukrgasbank (6.3 thousand). Thanks to the wide involvement of financial partners, the program covers both small and medium-sized businesses throughout the country, continuing to play a key role in stabilizing and developing the economy in wartime conditions.
