On November 8, the European Commission is expected to issue an official report on the progress of Ukraine and other EU candidate countries with a recommendation to start negotiations with Ukraine and Moldova on their accession to the EU.
According to Politico, at the same time, in order to implement EU enlargement, the Union itself must also implement reforms in its structure. Western EU countries, including Germany, France, Spain, and Portugal, emphasize the need to reform the Union at a time when official negotiations on Ukraine and Moldova's accession will begin.
It is noted that Brussels will recommend starting negotiations with Ukraine and Moldova subject to all "technical" reservations, which require more progress in creating a strong and independent judiciary, protecting minority rights and implementing anti-corruption measures.
According to Politico, some leaders resent the possibility of increasing the number of EU members to 30 or more if there is no common plan for the effective functioning of the Union, and they express fears that the EU could become like the United Nations.
Portugal expressed concern that the admission of Ukraine and other less developed countries may require new sources of funding for the EU, as there is a large income gap between candidate and member states.
