  • New housing system: government adopts bill that will change Ukrainian housing policy

    The Cabinet of Ministers of Ukraine has adopted an important bill that is designed to change approaches to providing citizens with housing. According to the new legislation, mechanisms for social and official housing, affordable mortgages, and the creation of specialized housing funds are being introduced. This should significantly improve the situation in the country's housing sector and ensure that every Ukrainian has the opportunity to have their own home.

    The importance of the new bill was discussed by Olena Shulyak, the head of the Verkhovna Rada Committee on State Power, Self-Government, Regional Development and Urban Planning. According to her, the new housing policy system is based on the needs of modern Ukrainians, and not on outdated regulatory acts, such as the 1983 Housing Code. She noted that the old legislation has long ceased to meet modern requirements and needs of the population.

    One of the main problems that this bill is trying to solve is the huge number of people waiting for housing without a real opportunity to get it. According to Shulyak, today about 600 thousand people are waiting for housing, but due to the lack of proper mechanisms, their situation is not improving. In addition, the outdated housing rental system, imperfect mortgage legislation and the lack of a social rental mechanism make the situation even more difficult.

    One of the biggest problems is the destruction of housing due to military actions and the increase in the number of internally displaced persons (IDPs). The war has left many Ukrainians homeless, and the housing policy system is currently unable to promptly resolve these issues. This emphasizes the importance of rapid and effective changes in legislation.

    According to the new bill, several important initiatives are planned, including the development of an effective credit and mortgage policy. This will include preferential mortgages, compensation for the cost of housing, rent with the right to buy and leasing. The launch of a revolving housing fund, which will ensure constant renewal of the housing fund, will also be an important step towards improving the situation in the industry. In addition, the government plans to develop a system of social rental and service housing, which will allow providing housing to the most vulnerable categories of the population.

    Another important change is the creation of a Unified Information and Analytical System, through which all procedures related to housing issues will be carried out. This should ensure greater transparency and minimize corruption risks in the process of obtaining housing.

    In conclusion, Olena Shulyak noted that this draft law is not just a change in numbers in documents, it is a fundamental reform that will change the lives of millions of Ukrainians. She emphasized that it is not only about numbers, but about creating a real home for every Ukrainian. The reform is designed not only to change the rules in the housing market, but also to make access to housing real for wide segments of the population.
