  • Over 25,000 Ukrainian families to receive compensation: Government and World Bank sign new housing reconstruction agreement

    Опубликовано: 2025-05-19 10:00:44

The Government of Ukraine has signed a new financing agreement with the World Bank, which provides for the provision of $84 million for the implementation of the largest housing project since the start of the full-scale invasion — “Housing Rehabilitation for Empowerment of People” (HOPE). The project aims to support Ukrainians whose homes were damaged or destroyed as a result of Russian aggression.

The financing agreement was signed with the World Bank’s Regional Director for Eastern Europe, Robert Som. According to the head of the relevant department in the government, the coordination of documents took less than two months, which was a record-breaking result for such intergovernmental agreements.

Of the total financing, $82.5 million will be allocated directly to compensate Ukrainian families affected by the war for the purpose of housing reconstruction. It is expected that thanks to these funds, more than 25 thousand households will be able to carry out the necessary work to restore their homes and return to their usual lives.

Another $1.5 million has been allocated for the further development and improvement of the Register of Damaged and Destroyed Property (RDP). This register is an integral part of the state digital platform “eReconstruction”, which allows recording the scale of destruction and providing citizens with access to compensation mechanisms.

The HOPE project is implemented in cooperation with the World Bank and includes several key areas. In addition to financial assistance for the repair of private housing, the project also provides for the restoration of apartment buildings damaged as a result of hostilities. Thus, HOPE is a comprehensive program aimed at improving the living conditions of tens of thousands of Ukrainians.

The signing of this agreement is an important step in the implementation of the state recovery strategy of Ukraine. According to Oleksiy Kuleba, such support was made possible thanks to the effective interaction of the Ukrainian government with the World Bank, and it will allow for systemic assistance to those citizens who have suffered the most as a result of the war.
