The russian occupiers want to legalize the «administration» in Kherson region through councils of different levels, and the ultimate goal is the regional council. Some regional deputies have already received phone calls offering "cooperation".  Serhii Khlan, a Kherson regional council deputy, said that on the morning of 12 March he received a call from occupiers who called themselves "representatives of the new administration of the Kherson region".  Khlan said that 3-4 days ago the "Rosgvardiya", which occupied the building of the Regional State Administration, hung out a russian flag, together with the flag of the Kherson region.  "That is, they symbolically show that Kherson ㅡ is russia. In order to legalize their so-called administrations, they are calling deputies to legalize the occupation administrations through the regional council. So that the regional councils can organise so-called referendums regarding independent 'republics'," ㅡ said the deputy.
