State Budget of Ukraine in April 2025: Where Over 329 Billion Hryvnias Were Spent

During the first four months of 2025, cash expenditures of the general fund of the state budget of Ukraine reached 1.2 trillion hryvnias. This is 239.6 billion hryvnias, or 25.3% more than in the same period last year. In April alone, the volume of expenditures amounted to 329.9 billion hryvnias.

The largest share of funds – more than 40% of total expenditures – went to wages with accruals. In total, 475.2 billion hryvnias were spent on wages during this period, and in April – 125.7 billion hryvnias. In particular, 96.6 billion hryvnias were spent on the financial support of military personnel. Compared to last year, expenditures on wages increased by 22.3%.

Another 160.4 billion hryvnias were used to pay for goods and services. A significant part of this amount – 83.9 billion UAH – is intended for the army and law enforcement agencies. These funds were spent on the purchase of weapons, ammunition, fuel, food and utilities. In addition, 50.2 billion UAH were transferred to the National Health Service of Ukraine (NHSU) for the implementation of medical programs.

In January-April 2025, 212.9 billion UAH were allocated for social security, which is 13.7% more than last year. In April alone, these expenditures amounted to 54.1 billion UAH. In particular, 74.2 billion UAH went in the form of transfers to the Pension Fund, 33.7 billion UAH to help families and children, and 20.7 billion UAH to housing subsidies.

Expenditures on subsidies and transfers to enterprises reached 163 billion UAH, of which 40.6 billion UAH were spent in April. Almost UAH 149.2 billion was allocated to the needs of the Armed Forces of Ukraine, another UAH 7.2 billion to support the Entrepreneurship Development Fund.

Servicing the state debt in January-April cost UAH 92.5 billion, which is 43.4% more than last year. In April, UAH 34 billion was spent on these purposes. Local budgets received transfers in the amount of UAH 53.9 billion, which is 6.1% more compared to the same period in 2024.
