  • Digitalization, deregulation and transparency: how Ukraine saves billions during the war

    The full-scale war did not hinder digital and anti-corruption reforms in Ukraine - on the contrary, these processes gained new momentum and significantly increased the efficiency of public administration. According to the Prime Minister of Ukraine Denys Shmyhal, thanks to digitalization, over 66 billion hryvnias have been saved for the economy and anti-corruption sector since the beginning of the invasion.

    The head of government announced this during a speech at the presentation of the Economic Review of Ukraine and the Review on Integrity and Combating Corruption, focusing on key reforms being implemented despite the war circumstances. In particular, we are talking about large-scale deregulation, the development of digital services and the strengthening of anti-corruption infrastructure.

    Shmyhal emphasized that the government is systematically simplifying state regulation: since the beginning of the full-scale war, about 2 thousand regulatory instruments in various industries have been abolished. Some procedures — in particular, in the area of ​​permitting documentation — have been either simplified or completely digitized, which has significantly reduced the opportunities for corruption.

    In addition to digitalization, privatization and corporatization are important components of the government’s anti-corruption policy. As early as 2025, it is planned to update the relevant legislation, improve the procedures for managing state-owned enterprises, and form effective supervisory boards that will monitor their activities according to transparent standards.

    The government pays special attention to transparency in the field of public procurement. According to the Prime Minister, over the past year, the amount of contracts concluded through the Prozorro system has increased almost fivefold, and the volume of competitive procurement has increased by 30%. Since the start of this system’s operation, the state has managed to save 11.4 billion hryvnias, which is evidence of its effectiveness.

    An important component of the government's activities is also the reconstruction of the country, which, according to Shmyhal, is being implemented in accordance with clear, consistent and transparent mechanisms. He emphasized that the developed documents - the economic and anti-corruption reviews - should become a "road map" not only for government officials, but also for business, public organizations and international partners who support Ukraine on the path of reforms and integration into the OECD.
