    From December 1, 2024, a new procedure for booking employees from mobilization will come into force in Ukraine. The Cabinet of Ministers has completed the audit of critical enterprises and organizations that have the right to book their employees, and now new criteria will be applied to determine the criticality of enterprises. The booking procedure will be agreed with the Ministries of Defense and Economy, and monthly monitoring will be carried out to ensure compliance.

    Prime Minister Denys Shmyhal reported that the audit revealed some problems that require correction. One of the important innovations will be the clarification of regional and industry criteria for determining critical enterprises. These criteria will now be coordinated by the Ministry of Defense and the Ministry of Economy. Businesses applying for reservations will be monitored regularly to ensure they comply with all requirements.

    In addition, a mandatory salary criterion is introduced for the private sector, as well as the need for the absence of debts to the budget for the possibility of hiring employees. In particular, the average salary at the enterprise, as well as the employee applying for reservation, must be at least 2.5 times the minimum salary. Such changes are aimed at reducing abuses where some companies could employ people just to get "shadow" bookings.

    From December 1, all applications for booking workers from mobilization will be submitted through the Diya portal. This will simplify the process and make it more transparent. At the same time, a transition period until February 28, 2025 is established for persons who have already received a deferment. During this time, businesses must rebook their employees according to the new conditions, even if they have previously used the booking procedure.

    According to the prime minister, these changes will reduce the level of bureaucracy and abuses, as well as facilitate control over compliance with the requirements of the law. "By February 28, all enterprises must bring their documents in line with the new standards, regardless of when and how the previous reservation was made," Shmyhal stressed.

    These changes are an important step to ensure the effective functioning of critical enterprises in a wartime environment, while meeting mobilization requirements and maintaining a balance between defense and economic needs.
