Creation of an electronic cabinet for persons liable for military service: when will it work?

The e-cabinet for persons liable for military service will be operational in about two months after President of Ukraine Volodymyr Zelenskyy signs Law No. 1062 on the creation of the Unified Electronic Register of Persons Liable for Military Service, which was adopted by the Verkhovna Rada. This was reported by Deputy Defense Minister Kateryna Chernogorenko in an interview with Forbes.

"After signing the bill, it will take us about two months to fully implement it," Chernogorenko said.

According to her, the development of an electronic office for conscripts, which will be based on the Oberih register of persons liable for military service, is currently 40-50% complete.

Functionality is also being developed so that the head of an enterprise can submit a request to draft his or her employees. "Certificate of a defender" is the working name for an extract from the Oberig register of persons liable for military service. This certificate will be available in the office and will be in the form of an electronic document with a QR code, similar to a COVID certificate.

It is worth noting that in Ukraine, all persons liable for military service are to be issued a defender certificate, which is necessary for "smart mobilization."

Currently, the Verkhovna Rada has already passed a law that allows creating an electronic registry in the Oberig system and obtaining a so-called "defender certificate."

Earlier, Chernogorenko pointed out that in the office of a person liable for military service, it will be possible to update the data without visiting a territorial military registration and enlistment office, and then use it.

The most controversial provisions in this document relate to the creation of a register of persons liable for military service.

Information previously collected by public authorities for various purposes will now be processed by other bodies - from the territorial military commissariat to the Security Service of Ukraine - to perform other tasks about which citizens were not informed when the data was collected.
