Medical reform with new impetus: in 2025, healthcare funding will increase significantly

The Ukrainian healthcare system will receive a serious financial boost in 2025 - the industry budget has been increased by over 13.5 billion hryvnias. At the same time, the Medical Guarantees Program, which is a key instrument of state financing of healthcare services, will receive 10% more funds than last year. This was announced by the Prime Minister of Ukraine Denys Shmyhal, emphasizing that the state continues to invest in the accessibility and quality of medical services for citizens.

The expansion of funding allows for the introduction of new digitalization tools, the purchase of modern equipment, and the strengthening of the social orientation of the healthcare system. Special emphasis is placed on increasing access to treatment and medicines for all segments of the population, including residents of rural and frontline regions.

One of the noticeable results is the reduction in the cost of the most popular drugs. In the list of the hundred most popular medicines, the average retail price decreased by 27%. This became possible thanks to state price regulation and increased control over the pharmacy market.

The "Affordable Medicines" program, which has been operating for several years, has expanded significantly - now it covers about 600 names of medicines and medical devices. Some of them can be obtained by Ukrainians completely free of charge, others - with a small surcharge. By the end of this year, the government plans to ensure that all pharmacies in the country participate in the program.

Special attention is paid to providing residents of regions where access to medical services is difficult. Mobile pharmacies are already operating in 15 regions, serving remote communities, as well as territories close to the war zone. This allows solving the problem of shortage of basic medicines on the ground and supporting the health of the most vulnerable categories of the population.

The expansion of the medical guarantee program in 2025 also includes the purchase of modern equipment for hospitals, improvement of working conditions for doctors, and introduction of new digital services for patients. The government is convinced that these steps are critically important not only for overcoming the consequences of the war, but also for the formation of a sustainable and modern healthcare system in Ukraine.
