Prozorro Market on the rise: e-procurement in Ukraine grew fivefold in 2024

In 2024, Ukraine witnessed rapid development in the field of e-procurement: the volume of transactions concluded through the Prozorro Market electronic catalog reached a record level of UAH 111.3 billion. This is five times higher than the previous year. Such data was published by Transparency International Ukraine in its annual report.

The main catalyst for this growth was the introduction of mandatory e-procurement for certain categories of goods, in particular, medicines, medical devices and food products. According to the resolution of the Cabinet of Ministers, state institutions are now obliged to carry out purchases of these goods exclusively through the e-catalog, which significantly increased the load on the platform and activated its use.

In addition to regulatory changes, the general trend towards digitalization of procurement activities played an important role in the growth of volumes. Government agencies and enterprises are increasingly switching to online tools, which allows not only to increase the efficiency of processes, but also to ensure transparency in the spending of budget funds.

Competition in the public procurement system also increased in 2024. The average number of participants per lot increased by 18% and reached 1.88. In some types of procedures, this figure exceeded three companies, although in open tenders with specific features the average indicator remained at 1.26. This indicates a gradual restoration of business confidence in public tenders.

Analysts also noted an increase in the share of competitive procedures both in terms of the number of lots and their expected cost. This trend indicates healthy dynamics in the public procurement market, where customers strive for fair competition, and suppliers - for transparent access to public orders.

The success of Prozorro Market in 2024 confirms the effectiveness of digital solutions in procurement and emphasizes the importance of further automation and standardization of procedures. According to experts, such results are another step towards creating an open, competitive and fair public market in Ukraine.
