  • The Unified Social Contribution (USC) in the first quarter of 2025 increased by almost 25%

    In the first quarter of 2025, the receipts of the Unified Social Contribution (USC) to the budget of Ukraine reached 148 billion hryvnias. This is 29.3 billion hryvnias more than in the same period last year. Thus, the growth is 24.7%, reports the State Tax Service of Ukraine.

    In the first three months of 2024, the state collected 118.7 billion hryvnias of USC. New data indicate a significant strengthening of the financial stability of social funds. The Unified Social Contribution is the main source of financing the social insurance system, in particular pensions, unemployment benefits, payments in connection with temporary loss of work capacity, maternity and other social payments.

    The distribution of funds received from the payment of the USC is carried out automatically by the State Treasury Service in accordance with the needs of each of the areas of social protection. This mechanism ensures the prompt financing of key items of state support for the population.

    From January 1, 2025, updated rules for paying the social security contribution came into force for individual entrepreneurs (SSC) on both the simplified and general taxation systems, as well as for individuals engaged in independent professional activities. According to the new conditions, the minimum insurance contribution is 1,760 hryvnias per month. This amount is calculated as 22% of the minimum wage, which is currently 8,000 hryvnias.

    Entrepreneurs and self-employed persons must make the first payment of the contribution for 2025 no later than April 20 - based on the results of the first quarter. At the same time, privileges for paying the social security contribution or complete exemption from it are preserved for some categories of citizens.

    Such privileged categories include: individual entrepreneurs registered in temporarily occupied territories; employees for whom contributions are paid by employers; pensioners and persons with disabilities receiving state assistance; mobilized military personnel with supporting documents; and self-employed persons on the general system who did not receive income during the reporting period.

    The steady growth of revenues to social funds allows the government to more effectively implement social protection programs, in particular under martial law, supporting the most vulnerable categories of the population.
