The capital's authorities are launching a large-scale campaign to control parking in residential areas of Kyiv. Particular attention will be paid to problem areas where incorrectly parked cars make it difficult for rescuers to pass. This process will involve not only inspectors, but also management companies, condominiums and housing associations.
Rescuers cannot reach the sites of strikes due to parked cars
The head of the Kyiv City Military Administration (KMMA), Timur Tkachenko, reported on this initiative. He recalled that Kyiv recently suffered a massive drone attack, during which Russian forces targeted residential areas of the capital.
According to Tkachenko, in a number of cases, rescuers faced problems accessing the sites of strikes. Densely parked cars blocked the entrances to buildings, which seriously complicated the work of emergency services and delayed the provision of assistance to the victims.
How will Kyiv solve the problem of chaotic parking?
Given these challenges, the city authorities decided to introduce systematic control over parking. Responsibility for inspecting problem areas was assigned to the Department of Municipal Security and the Department of Territorial Control of the Kyiv City State Administration.
Management companies, associations of apartment building owners (OSBB) and housing and construction cooperatives (ZhBK) will also participate in the inspections. Their role is to identify the most critical areas where parking violations pose a danger to residents.
Installation of anti-parking infrastructure
In addition to inspections, the city is working on long-term solutions to combat chaotic parking. The Department of Transport Infrastructure has been tasked with developing a schedule for installing anti-parking infrastructure.
This may include:
- Restrictive bollards to prevent parking in prohibited areas,
- Signs and markings that will clearly identify permitted parking zones,
- Physical barriers in places where parked cars may interfere with the movement of special equipment.
Financing for these measures will be determined jointly with the Department of Finance, and the implementation of the project will fall on the district state administrations and municipal enterprises.
The State Emergency Service of Ukraine, together with the city, will identify critical locations
Rescuers from the State Emergency Service of Kyiv will also participate in the project. Together with city services, they will determine specific addresses where it is necessary to free up the entrances to residential buildings for special vehicles.
"I ask Kyiv residents to be responsible about parking and not block the passage of rescue services. Report abandoned cars and help ensure free access to yards," stressed Timur Tkachenko.
New rules for the safety of all residents
The proposed measures should not only facilitate the work of rescuers, but also increase the level of safety of all residents of Kyiv. The city administration notes that the fight against parking violations will become a permanent practice, not a temporary initiative.
It is expected that thanks to an integrated approach, the city will be able to reduce chaos on the streets, increase the efficiency of rescue services and make residential areas safer for everyone.
