Ukraine plans to reform the career advancement system for military personnel, bringing it closer to NATO standards. The Ministry of Defense has developed a draft decree that provides for the introduction of new rules for military service in the Armed Forces of Ukraine and the State Special Transport Service. The relevant document has already been approved by the government and submitted to the president for consideration.
The proposed changes take into account the peculiarities of different periods - peacetime, special periods and martial law. A clear division by type of military service is also provided, which will allow for the implementation of a more flexible and effective system for managing the career growth of military personnel.
One of the key innovations will be a system of promotion, which will be based on a rating or competitive basis. Obtaining the next military rank will occur together with the appointment to a higher position. This will create conditions for fair career development of military personnel, taking into account their professional skills, experience and personal achievements.
In addition, the project provides for clearly defined terms of service in rank, both minimum and maximum. Limits on the terms of service in officer positions are also established, which will contribute to the dynamic renewal of military personnel. An important component will be the certification system, which will allow for an objective assessment of military personnel, ensuring transparency and fairness in making decisions regarding their career growth.
The introduction of the new system will also have material incentives: military personnel who demonstrate high service performance will receive appropriate remuneration. This will increase the motivation of personnel and contribute to strengthening the combat capability of the army.
As noted by the Ministry of Defense, the reform aims to create a transparent career advancement system that will meet international military standards. It will ensure not only a fair distribution of positions and ranks, but also contribute to the professional development of the Ukrainian military, strengthening the personnel potential of the Armed Forces of Ukraine.
