The leading business associations of Ukraine appealed to the government with a demand to urgently resolve the issue of defining critical enterprises and to restore the procedure for the reservation of employees. This is insisted by the Association of Residents of Diia.City United, which, together with the Union of Ukrainian Entrepreneurs, the Chamber of Commerce and Industry, the IT Ukraine Association, the Board International Business Community and other business associations, calls for more effective cooperation with the state.
In the appeal, it is emphasized that in order to maintain the stability of the economy of Ukraine in the conditions of war, it is extremely necessary to ensure stable conditions for the functioning of business. This will allow to continue the production of essential goods, provide services for the population, support logistics chains and promote exports. Such conditions will contribute to the preservation of jobs and timely payment of taxes, which is critical for filling the budget and financing defense.
Business representatives emphasize that the financing of the Armed Forces of Ukraine depends on taxes received from enterprises actively operating in the country. Thus, the preservation of business stability directly affects the state's defense capability.
To ensure economic stability, the business environment has formulated four main steps it expects from the state. First, it is necessary to restore the process of determining the criticality of enterprises, which will ensure economic and national security, as well as support of the country's vital activities. Secondly, the business demands the immediate unblocking of the employee reservation procedure, both in electronic and paper form, including the means of the unified state portal of electronic services.
Thirdly, the business community calls on the government to publish the audit results of the register of critical enterprises and, if necessary, to explain the need for changes to this list or its criteria. Open information about the results of the inspection will help increase trust in government structures and reduce the level of uncertainty among entrepreneurs.
The last key point of the appeal is the proposal to discuss possible changes to the procedures or criteria for the assessment of critical enterprises and reservations. Business insists on a transparent dialogue that will ensure clear, well-founded and balanced approaches to support both business and the state, taking into account the interests of all parties.
In addition, business associations call on the government to urgently meet with representatives of the business sector for a deeper discussion of the mentioned issues and search for optimal solutions. The address emphasizes: "Only a permanent and public dialogue between business and the government is the way to effectively solve common challenges and strengthen mutual trust."
