  • The United Arab Emirates is considering the possibility of introducing export controls on goods that enter the Russian military machine

    The United Arab Emirates (UAE), considering the possibility of introducing a system of export licenses for dual-use goods, may create obstacles to the supply of sanctioned goods to Russia that are used by the Russian military in Ukraine. This information came from Bloomberg, citing insider sources.

    The export control program will require companies exporting such goods to provide evidence of their intended civilian use.

    If a system of export licenses is introduced, it could significantly complicate Russia's ability to supply its war machine.

    It is important to note that the UAE is one of the traditional Western allies, but they made an unexpected decision to remain neutral after the start of Russia's invasion of Ukraine and not to impose sanctions. This has led to the UAE becoming an attractive destination for Russian business and money fleeing other jurisdictions that have imposed sanctions on Russia.

    Over the past 18 months, the UAE has become a global logistics and trade center through which various goods are imported, including semiconductors and advanced electronics from Europe and the United States. Many of these goods are used in Russian weapons in Ukraine or are required for their production.

    It is noted that the US and the EU are trying to convince the so-called intermediary countries to limit the flow of "high-priority munitions", including advanced technologies and electronics used in Russian military equipment such as cruise missiles, drones and Ka-52 helicopters in the Ukrainian war.

    According to Bloomberg, in recent months, Western officials have emphasized that the UAE should not be allowed to circumvent restrictions and should stop serving as a gateway to Russia. Earlier this month, U.S., U.K. and EU sanctions officials visited the UAE to express their concern that Dubai remains a key point of entry for components supporting Moscow's military efforts.

    Despite this, Bloomberg's sources emphasize that no final decision has been made on the introduction of export licenses.
