  • The Verkhovna Rada plans to revise the budget for 2023: main directions and expenditures

    Ukraine is in the middle of the fiscal year, and an important step in budget policy has already been taken. On Sunday, September 19, the Budget Committee of the Verkhovna Rada supported draft law No. 10038 on the revision of the State Budget of Ukraine for 2023.

    This was reported by the chairman of the committee, MP Roksolana Pidlasa, on her Facebook account.

    According to the main provisions of this draft law, total expenditures will be increased by UAH 317 billion. A significant portion of these funds, almost UAH 303 billion, will be allocated for defense and support for the production of weapons and ammunition in Ukraine.

    Expenditures will be distributed as follows:

    The Armed Forces of Ukraine - UAH 195.7 billion.
    National Guard of Ukraine - UAH 39.7 billion.
    State Border Guard Service of Ukraine - UAH 20.4 billion.
    National Police of Ukraine - UAH 19 billion.
    Procurement and modernization of military equipment and weapons of the Armed Forces of Ukraine - UAH 13.2 billion.
    Ministry of Strategic Industries of Ukraine for the production of weapons and ammunition in Ukraine - UAH 4.4 billion.
    Security Service of Ukraine - UAH 4.2 billion.
    The Defence Intelligence of Ukraine - UAH 2.5 billion.
    State Special Transport Service of the Ministry of Defense of Ukraine - UAH 2.1 billion.
    State Special Communication Service of Ukraine - UAH 570.2 million.
    The Foreign Intelligence Service of Ukraine - UAH 500.7 million.
    State Penitentiary Service of Ukraine - UAH 230.5 million.
    Remuneration for cadets of the Ministry of Internal Affairs of Ukraine - UAH 151 million.

    In addition, it is planned to increase spending on assistance to internally displaced persons, "rapid recovery of Ukraine" through grants from the European Union, as well as support for diplomatic missions in other countries.

    Pidlasa also added that other expenditures are planned to be reduced by UAH 11.4 billion, mainly due to lower spending on public debt service. It is important to note that savings on the salaries of the National Guard of Ukraine are also envisaged.

    According to the report, most of the necessary funds will be borrowed, of which a significant part will be raised on the domestic market, and the rest may be obtained from the overperformance of non-tax revenues. These measures are aimed at ensuring national security and responding to the challenges facing Ukraine.
