On February 14, the Cabinet of Ministers of Ukraine decided to transfer the functions of regulating gambling and lotteries from the Commission for the Regulation of Gambling and Lotteries (KRAL) to the Ministry of Digital Transformation. This became an important stage in the reform of state regulation in the sphere of gambling, aimed at increasing transparency and efficiency of control.
The change of regulator was announced by the representative of the government in the Verkhovna Rada, Taras Melnychuk. According to him, from now on, the Ministry of Digital Transformation will be responsible for the formation and implementation of state policy in the sphere of gambling and lotteries, which will allow the introduction of digital technologies in this industry.
The changes were officially enshrined in the regulation on the Ministry of Digital Transformation, granting it the relevant powers and functions. According to the new regulatory system, the Ministry of Digital Transformation will have the right to issue licenses, monitor their compliance, and ensure the automation of processes in the sphere of gambling.
The transfer of powers was a consequence of the Verkhovna Rada's decision adopted in December 2024, which provided for the liquidation of KRAIL. The authorities expect that the new approach will help reduce corruption risks and make the gambling market more controllable.
In addition to changes in the regulatory structure, the reform also provides for financial redistribution. The total amount of funds transferred under the state program "Leadership and Management in the Sphere of Regulation of Gambling and Lotteries" amounted to UAH 14.35 million. These funds will be directed to the implementation of the program "Leadership and Management in the Sphere of Digital Transformation".
Thus, the transfer of gambling business regulation under the control of the Ministry of Digital Affairs opens up new opportunities for modernizing the industry, strengthening state control and implementing modern digital solutions. It is expected that this will contribute to greater market transparency and reducing illegal activities in the sphere of gambling.
