Over the past two months, the procedure for granting combat participant status (UBD) for defenders has been significantly simplified in Ukraine. Thanks to a joint initiative of the Ministry of Veterans Affairs and the Ministry of Digital Transformation, over 2 thousand servicemen have received this status automatically, without the need to collect numerous documents and go through bureaucratic procedures.
Until 2024, the process of obtaining UBD status was complicated and required servicemen to provide a large number of certificates and documents, as well as wait in lines. Now, thanks to the new system, information about participation in combat is entered directly by authorized persons of military units into the Unified State Register of War Veterans (USWRV), and the status is granted automatically.
The Ministry of Veterans Affairs reported that over 6 thousand extracts from the USWRV have already been issued through administrative service centers (CSA) in a matter of minutes. This was made possible by integrating data into a single system, which reduces the time it takes for military personnel to obtain documentation and facilitates access to state benefits.
This new approach applies not only to military personnel who directly participated in hostilities, but also to those who were captured or went missing. Such military personnel and their families receive support from the state and can enjoy benefits without the need to submit additional applications or apply to the authorities.
The process of automatically granting UBD status also provides for quick access to official extracts from the register through the "Single Window" service, which operates in ASNs. This provides military personnel with prompt confirmation of their status and entitles them to benefits.
In the near future, it is planned that the generation of an electronic certificate of a combat participant in the "Diya" application will become automated. This will significantly simplify the process and provide defenders with even more convenience for using state services.
