  • In Kyiv, fines are being introduced for debtors for communal services: details and amounts of fines

    The total debt of Kyiv residents for communal services, in particular hot water and heating, exceeded UAH 6.2 billion, and for cold water and drainage is about UAH 1.2 billion. In this regard, representatives of "Kyivteploenergo" and "Kyivvodokanal" announced the introduction of penalties and fines for debtors.

    According to the Kyiv City State Administration (KMDA), the total debt of Kyiv residents for heat and water supply services reached almost UAH 7.5 billion. For consumers who systematically do not pay their bills and do not issue installments, interest will be charged already in June receipts.

    The director of the structural division "Energozbut" of KP "Kyivteploenergo" Kostyantyn Lopatin noted that the majority of Kyiv residents are responsible for paying for communal services. However, there are also those who accumulate significant debts. "Almost 4.5 billion in debt falls on these 16% of consumers. About 10% of subscribers did not make any payment for the consumed services for the entire past heating season of 2023/2024," Lopatin noted.

    Chronic non-payment is critical for the operation of enterprises in conditions of energy shortage, therefore "Kyivteploenergo" applies fines in accordance with current legislation. In particular, interest is charged for each day of late payment in the amount specified in the contract, but no more than 0.01% of the debt amount.

    In addition, KMDA reported that "Kyivteploenergo" does not increase the cost of heat and hot water for Kyiv residents, despite the increase in gas prices and other components of the tariff. However, in order to ensure the stable operation of heat supply in the city, the company is counting on compensation of the difference in tariffs from the state.

    We will remind you that in January, the Cabinet of Ministers of Ukraine canceled the moratorium on charging fines and debt collection for housing and communal services, allowing the disconnection of debtors from communal services, with the exception of occupied territories and war zones.

    However, consumers who are temporarily absent from their residential premises for more than 30 days can avoid being charged for unused services by providing utility service providers with an appropriate statement and documentary evidence.
