"Democrats support helping Ukraine. Regardless of what you call it - a loan or whatever - Ukraine needs help. So, if it becomes a loan, it's still aid; if it's an aid package with no strings attached, it's still aid," said Congressman Bennie Thompson.

The loan strategy presented by Johnson has the potential to break the deadlock in the debate on aid to Ukraine.
