Prozorro has developed new functionality for procurement procedures

The national electronic public procurement system Prozorro has developed new functionality for procurement procedures for international organizations that will finance Ukraine's recovery. According to information published on the website of the public procurement system, the new procedure was presented to key international donors on August 1.

This new functionality combines the key principle of Ukraine's electronic system - "everyone sees everything" - with the ability to flexibly customize procurement to meet the requirements of a particular donor. Nadiya Bihun, Deputy Minister of Economy of Ukraine, said that this new feature plays an important role in Ukraine's recovery process.

"The recent scandals have clearly shown how critical it is for our society to see what funds are spent on locally and to influence these processes. In addition, by using Prozorro as the only system for procurement for reconstruction, we will be able to involve Ukrainian business in these procurements as much as possible and develop the local economy," said Bigun.

In December 2022, the World Bank recommended using the Prozorro system for all reconstruction procurement and provided recommendations for adapting the system to the World Bank's rules.

In May 2023, Mykola Tkachenko, CEO of the state-owned enterprise Prozorro, said that procurement in accordance with the requirements of the World Bank's international tender procedures would be conducted in Prozorro from June.

Other international organizations can also use the new functionality. Prozorro has introduced the rules of the donor procedure based on the "constructor" principle. This means that the procurement organization will be able to define the rules of the procurement procedure in accordance with the requirements of any donor, including the definition of the expected value, the presence of an auction, acceptance of offers in different currencies and other criteria.
