The Ministry of Defense managed to avoid unnecessary expenses: procurement audit saved over 176 million hryvnias

In the first quarter of 2025, the Ministry of Defense of Ukraine, based on the results of an internal audit, was able to save 176.5 million hryvnias for the state budget. Thanks to a thorough review of procurement procedures, significant violations and shortcomings were identified that could lead to inefficient use of funds.

This was reported by the press service of the department, specifying that the audit covered the activities of structural units of the ministry, military management bodies and individual military units. The main part of the savings — 172.43 million hryvnias — became possible due to the prevention of the purchase of goods at inflated prices, with inappropriate technical characteristics or with significant violations of tender procedures.

Another 4.07 million hryvnias were saved by revising the expected cost of procurement and optimizing the volume of goods. The ministry noted that achieving such results was possible thanks to a systematic approach to controlling public spending and strict compliance with the requirements of public procurement legislation.

Among the specific examples of ineffective initiatives that were stopped was an attempt to purchase bunk beds at unreasonably high prices. In addition, the offers submitted by suppliers did not meet the terms of the tender documentation, which was the basis for rejecting the applications.

The auditors also found violations in the tenders for the purchase of off-road vehicles in two military units. The violations concerned non-compliance with general technical requirements, in connection with which the procedures were canceled until the shortcomings were eliminated.

Special attention was paid to the purchase of batches of Mavic quadcopters. Thanks to the intervention of the auditors, the total cost of this purchase was reduced by more than 630 thousand hryvnias. The Ministry of Defense emphasizes that such actions are aimed at increasing the transparency of the spending of budget funds and the efficiency of the logistical support of the Ukrainian military.
