  • Economic development of Ukraine: clusters in the West and redistribution of workers

    The introduction of new measures in the spheres of production, transport policy, strengthening of human capital and creation of conditions for the return of Ukrainians from abroad will contribute to the acceleration of Ukraine's economic growth. This was reported by the press service of the Ministry of Economy of Ukraine, presenting a document from the experts of the Advisory Council on Economic Policy.

    Experts proposed a comprehensive approach to the development of the country's economy, taking into account regional specifics and focusing on the most adaptable sectors of the economy, such as agriculture and information services. Special attention is paid to the attraction of internal and external investments, which is a key factor for the sustainable development of production facilities.

    One of the important recommendations is the creation of strengthened economic clusters in the West and South-West of Ukraine. These clusters will be protected by geographical distance and modern air defense systems, which will contribute to their security and stable functioning.

    In the field of transport policy, experts emphasize the importance of Ukraine's integration into the EU transport system and the development of border infrastructure. This will not only create additional jobs, but also promote business development in the surrounding regions. One of the key projects in this direction is the construction of the Krakow-Lviv railway with a European track width of 1435 mm, which was identified by the European Commission as a priority project.

    For the effective redistribution of workers, especially internally displaced persons (IDPs), experts recommend sending them to regions with a high demand for labor and a significant number of industries. This includes reforming state employment policy, improving temporary reservation procedures for workers, and resuming data collection and publication by the State Statistics Service.

    Increasing labor productivity is another important aspect. The conditions of war demand maximum efficiency from Ukraine, which involves additional measures to deregulate economic activity, adopt a new Labor Code, simplify the tax system, and digitize public services.

    The return of Ukrainians from abroad is also a priority task. The state must provide them with safe living conditions, decent wages, housing and a favorable environment for development. Additional measures include directing part of the tax revenues collected by the governments of host countries from forced migrants to the needs of Ukraine, as well as offsetting pension taxes paid abroad.

    The implementation of these measures will create a basis for sustainable economic development of Ukraine, contributing to raising the standard of living of the population and strengthening the national economy.
