  • NEURC has adopted a decision to strengthen the stability of Ukraine's power system

    The NEURC has approved new regulatory changes aimed at increasing the stability and balancing of the country's unified power system. The decision was made to strengthen the reliability of power supply and reduce the risks of capacity shortages.

    This was reported by Delo.ua with reference to the regulator's press service. The changes were agreed upon during an open meeting on May 12, 2026, which considered the issues of the functioning of auxiliary services in the power system.

    A key element of the updates were changes to the Temporary Procedure for the Purchase of Ancillary Services to Provide Replacement Reserves, in particular Tertiary Regulation. These mechanisms play an important role in maintaining the balance between electricity production and consumption in real time.

    Among the main innovations is the establishment of a maximum price for natural gas for electricity producers that do not operate under the fixed conditions of the PSO mechanism. The level of conditional fixed costs of producers has also been revised, which affects the economics of their participation in system balancing.

    Separately, the decision provides for a temporary extension of the procedure for providing auxiliary services to reserve suppliers and their equipment in the regions specified by Government Resolution No. 2026. This will allow more generating capacities to be involved in maintaining the stability of the power grid.

    According to the regulator, the implementation of these changes will contribute to the connection of additional resources for balancing the power grid. This, in turn, will reduce the risks of capacity shortages, especially in regions where local generation is critical for stable power supply.

    The NEURC notes that the implementation of the decision will allow individual generating capacities to continue operating and will strengthen Ukrenergo's capabilities in balancing the unified power grid of Ukraine.

    The new rules should also ensure a more stable passage of peak load periods. The transmission system operator will receive expanded tools for the prompt involvement of reserves and response to emergency situations in the power grid.
