The Cabinet of Ministers of Ukraine has adopted a strategic decision to strengthen the protection of intellectual property in the defense-industrial complex. This concerns the approval of a new policy that regulates the procedure for managing technologies created or purchased by the state for defense needs.
Prime Minister Yulia Svyrydenko and Defense Minister Mykhailo Fedorov announced the introduction of new rules. According to the head of government, the main goal is to establish clear and transparent rules for the state and manufacturers regarding the protection of developments and their further use.
The new policy is aimed at ensuring the legal protection of defense technologies that are created by state-sector enterprises or purchased within the framework of state defense contracts. At the same time, it regulates the use of these developments in the production of military products, which is of key importance for strengthening the country's defense capability.
As Mykhailo Fedorov noted, Ukraine has already accumulated unique combat experience and is actively developing innovative solutions that affect the course of the war. That is why it became necessary not only to create new technologies, but also to ensure proper protection of rights to them and effective implementation in serial production.
The document provides that all technologies created in the public sector or purchased with budget funds are subject to clear rules for intellectual property management. This will avoid legal disputes, and will also contribute to faster scaling of already developed solutions in production processes.
It is separately emphasized that private sector enterprises can also apply these approaches, adapting them to their own operating models. Such an approach forms common rules of the game for all market participants and helps accelerate the introduction of technologies into production.
According to government officials, compliance with intellectual property standards is a critically important factor for strengthening trust on the part of international partners. This, in turn, opens up opportunities for the development of joint defense projects and attracting investment in the industry.
As Yulia Svyrydenko emphasized, the Ukrainian defense-industrial complex already unites more than 900 state and private companies, which employ more than 300 thousand specialists. She also noted that more than 50% of the weapons used on the front are of Ukrainian origin - these are unmanned systems, artillery, communications equipment and other types of equipment.
