  • Tax reform to be reformatted: government prepares three separate bills

    In Ukraine, active work continues on large-scale changes in the tax sphere, but the approach to their implementation is undergoing significant revision. Instead of one comprehensive document, the government has decided to divide the initiative into several separate legislative acts.

    This was announced by MP Yaroslav Zheleznyak. According to him, the possibility of submitting a single large bill on the principle of the so-called “one big beautiful bill” was discussed the day before, but in the end a different model was chosen.

    As the parliamentarian noted, referring to sources in the government, the new strategy involves the preparation of three separate bills. Each of them will cover a specific area of ​​tax changes, which will allow them to be considered independently of each other.

    In particular, one document will concern the taxation of digital platforms - the so-called “OLX tax”. Another provides for the introduction of a 5% military levy for individual entrepreneurs. The third bill will be devoted to the abolition of benefits for international parcels, which requires amendments to the Customs Code.

    At the same time, the issue of introducing value-added tax for individual entrepreneurs is currently postponed. According to Yaroslav Zheleznyak, the government plans to negotiate with the International Monetary Fund in order to abolish this requirement.

    It is expected that the bills may be submitted to parliament in the coming days. Their consideration is tentatively planned for the period from April 7 to 9. However, the procedure provides for the possibility of submitting alternative documents within 14 days, which complicates and prolongs the process.

    In addition, each of the three bills will require a separate vote at different stages - inclusion in the agenda, reduction of the terms for considering alternatives, and adoption in the first reading. This creates an additional burden on parliament and increases the risks of delays.

    According to the deputy, the situation is complicated by political factors. Without resolving internal contradictions, even the initial stages of consideration may encounter difficulties.

    At the same time, according to Yaroslav Zheleznyak, Volodymyr Zelensky and Yulia Svyrydenko instructed government officials to intensify communication with people's deputies. This should contribute to harmonizing positions and increasing the chances of adopting the necessary decisions.
