  • Ukraine to introduce single emergency number 112 with EIB support

    Опубликовано: 2026-03-13 10:00:49

Ukraine plans to create a modern digital emergency response system using the single number 112. To implement this project, the country will receive financial support from the European Investment Bank in the form of a loan of 40 million euros. The relevant agreement has already been ratified by the Ukrainian parliament.

This was reported by the press service of the Verkhovna Rada of Ukraine. The parliament's decision allows the practical implementation of a large-scale project aimed at creating a modern emergency assistance system for the population.

This is an initiative called "Implementation of an emergency assistance system for the population using a single telephone number 112, taking into account the needs of persons with disabilities." The project involves the creation of a convenient and accessible mechanism for calling emergency services, which will operate throughout the country.

After the ratification of the agreement, Ukraine will be able to deploy a full-fledged response system using the single number 112 at the national level. Such a system is designed to significantly increase the efficiency of rescue services and ensure a rapid response to emergencies.

It is expected that the implementation of the new system will ensure the stable operation of emergency services in accordance with European standards. In addition, it will contribute to a more rapid response to situations that pose a threat to the life and health of people, their property, the environment or public order.

As part of the agreement with the European Investment Bank, Ukraine will receive a loan of 40 million euros to finance this project. These funds are planned to be used to create the necessary technological basis for the operation of the new system.

In particular, the financing provides for the deployment of IT infrastructure for call centers that will accept calls to the number 112. It is also planned to purchase specialized software for communication centers, create appropriate IT resources to support the entire system and form a backup communication center.

It is planned to connect 104 units of operational and rescue services to the 112 platform. Among them are fire and rescue units of the State Emergency Service of Ukraine, units of the National Police of Ukraine, emergency medical care and disaster medicine centers, as well as emergency gas services. It is expected that the integration of all these services into a single system will significantly increase the speed and efficiency of responding to emergencies.
