The Cabinet of Ministers of Ukraine has provided the necessary financial resources in the budget to restore pensions to citizens whose payments were previously temporarily suspended. This is not about canceling pensions, but only about a technical suspension until the completion of certain procedures. This was announced by the Minister of Social Policy, Family and Unity Denys Ulyutin.
According to the minister, the key reason for the suspension of payments was the need to undergo physical identification and submit a declaration of non-receipt of pension or other social payments from the aggressor state. This mechanism is designed to ensure the targeting of social support and confirm that the funds are received by the person to whom they are intended.
As of January 1, pension payments have already been restored for 68 thousand citizens who have fulfilled all the established requirements. Denys Ulyutin reported this during a briefing at the Ukrinform agency. He stressed that the state does not intend to suspend social payments, but on the contrary, has provided full financial coverage for their restoration after completing the necessary procedures.
The Minister separately emphasized that the physical identification procedure is not an innovation. It has been applied since 2016, but was temporarily suspended during the COVID-19 pandemic. In 2024, the relevant legislation was updated, which again updated the requirements for confirming the identity of the pension recipient.
During 2025, citizens who were registered in the temporarily occupied territories or went abroad must undergo two mandatory procedures: physical identification and submission of a declaration of the absence of payments from the Russian Federation. In total, about one million people must submit such a declaration.
Given the difficult circumstances at the beginning of the year, in particular, interruptions in electricity supply and Internet access, the government extended the deadline for submitting the declaration to April 1. Pension payments were automatically resumed for citizens who were unable to submit a document for objective reasons. At the same time, the Ministry of Social Policy emphasizes that all formalities must be completed by April 1.
The identification and declaration procedure can be completed in several ways: through the Pension Fund of Ukraine portal, the “Diya” application, in the format of an online interview, when visiting a bank or diplomatic institution abroad, by contacting a service center, as well as with a visit by specialists to the home - for citizens with limited mobility. After successfully completing the procedures, payments are resumed automatically without the need for additional applications.
The Ministry of Social Policy, Family and Unity urges citizens to use the available digital and offline tools to undergo identification and submit a declaration on time. This will ensure continuous receipt of pensions and guarantee that state support will be provided in a targeted and full manner.
