  • Tax revenues from big business increased by UAH 65 billion despite the war

    In 2025, big business paid UAH 953.2 billion to the Consolidated Budget of Ukraine, which is 46.5% of all tax revenues in the country. This was reported by the acting head of the State Tax Service Lesya Karnaukh.

    Total revenues increased by 7.4% compared to the previous year, although almost 40% of large companies reduced their deductions due to the destruction of production facilities and problems in the energy sector.

    Compared to 2024, revenues from large payers increased by UAH 65.6 billion. The main factors of growth were three tax areas:

    Personal income tax (personal income tax) - + UAH 41.8 billion, an increase of 133.2%;

    VAT - + UAH 14.3 billion, an increase of 106.1%;
    Excise tax – +13.5 billion UAH, an increase of 112.8%.

    Despite the overall growth, the war and occupation of territories continue to deplete the economy. Logistical problems, electricity shortages and infrastructure destruction have led to a significant part of large payers reducing their payments to the budget.

    The greatest decline in profitability is observed in the following sectors: processing and mining, transport and warehousing, postal and courier activities, as well as electricity and gas supply.

    According to Lesya Karnaukh, the partnership between the state and big business remains a critical condition for the country's financial stability and economic recovery after the war. It allows maintaining budget revenues and provides resources for further reconstruction of infrastructure and social programs.
