In Ukraine, more than 5.4 thousand companies are in bankruptcy procedures - data from the Ministry of Justice

As of January 1, 2026, 5486 business entities were in bankruptcy procedures in Ukraine, the Ministry of Justice reports. During 2025, 2156 proceedings were opened and 1528 insolvency cases were closed.

According to the department, of the total number of enterprises in bankruptcy procedures, 3412 are legal entities, including 165 state-owned enterprises and business associations with a state share of more than 50%. The rest are 2074 individuals and individual entrepreneurs.

Among legal entities, 19% are in the property disposal procedure, 5% are in the rehabilitation procedure, and 76% have been declared bankrupt and liquidation proceedings have been opened against them. For individuals, 88% are undergoing debt restructuring, and 12% are undergoing debt repayment.

As for state-owned enterprises and companies with a state share of over 50%, 24% are in the property disposal procedure, 14% are in the rehabilitation procedure, and 62% are in the liquidation procedure. This indicates a high level of insolvency among enterprises partially controlled by the state.

During 2025, representatives of the state bankruptcy authority participated in 724 court hearings related to cases of state-owned enterprises and companies with a state share. This emphasizes the active role of the state in monitoring and supporting insolvency procedures.

The Ministry of Justice notes that in 2025, key efforts were aimed at increasing the efficiency of the system, implementing European standards, transparency of procedures, and protecting the rights of all participants in the process. The Ministry of Justice adds that further reform of the bankruptcy sector will prevent insolvency and create conditions for business development in Ukraine.
