The real gross domestic product of Ukraine increased by 2.2% in 2025. Such preliminary estimates were published by the Ministry of Economy, Environment and Agriculture. For comparison, in 2024 the economy grew more dynamically - by 2.9%.
The ministry notes that the actual growth rates were close to the forecast indicators. Despite military risks and structural constraints, the economy was able to demonstrate resilience and maintain a positive development trajectory.
One of the key drivers of economic activity in 2025 was the implementation of business recovery and support programs, which are financed by international financial assistance. In particular, within the framework of the program "Affordable Loans 5-7-9%", entrepreneurs received new loans in the amount of about 93.7 billion UAH, which almost corresponds to the figure for 2024, when the volume of lending was 93.1 billion UAH.
A significant contribution to GDP growth was also provided by the increase in household consumer activity against the background of further wage growth. According to calculations by the work.ua portal, as of January 6, 2026, the average nominal salary for vacancies increased by 30.8% year-on-year - to 27,530 UAH. At the same time, the average salary indicated in the resume increased even more significantly - by 39.9%, to 30,216 UAH.
Significant support for the economy was also provided by significant capital expenditures of the budget aimed at restoring critical infrastructure, implementing the housing programs "eRecovery" and "eHousing", as well as the purchase of domestic products of the defense-industrial complex. As of December 1, 2025, capital expenditures of the consolidated budget increased by 17.3% compared to the same date in 2024.
In parallel, structural changes in production continued in 2025 with an increase in the role of sectors with higher added value. According to the results of 11 months of the year, the share of mechanical engineering in the structure of industrial product sales increased to 9.1%, while in 2021 it was only 5.7%.
An increase in the utilization of production capacities in industry was also recorded. The highest indicators were characteristic of the pharmaceutical industry, furniture production, wood processing, food and textile industries.
At the same time, a number of factors negatively affected the pace of economic growth in 2025. These include massive Russian missile attacks on power generation facilities and gas production infrastructure, lower yields of certain agricultural crops due to adverse weather conditions, as well as logistical difficulties, the cessation of natural gas transit by pipeline, and a decline in demand, particularly from the agricultural sector.
