The practical implementation of the electronic consignment note system has begun in Ukraine. The first electronic documents have already been registered in the e-TTN system, which has become an important stage in the digitalization of the freight transportation sector.
The Ministry of Community and Territorial Development of Ukraine reported on the launch and first results of the system. According to the department, business has begun to actively participate in the new digital tool, which is designed to replace paper consignment notes.
As of January 13, 2026, the ministry received 15 applications from electronic document flow operators to connect to the e-TTN system. Of these, five operators are currently at the testing stage. After the successful completion of this process, a decision will be made on their official authorization.
Seven more electronic document flow operators are finalizing document packages after receiving comments from relevant authorities. The ministry notes that this stage is necessary to ensure technical compatibility and correct operation of the system.
At the same time, businesses can already issue electronic freight and transport invoices through authorized EDO platforms. This involves using the main form of the TTN in digital format. Currently, the companies “VCHASNO SERVICE” (platform “Vchasno.TTN”), “M.E.DOC” (platform M.E.Doc) and “ATS” (platform EDI NETWORK) are connected to the system.
Deputy Minister of Development of Communities and Territories of Ukraine Serhiy Derkach emphasized that the registration of the first electronic TTN confirms the readiness of the system for real work. According to him, this is proof that the electronic format functions not only theoretically, but also in the daily activities of companies.
He also emphasized that the further success of the reform depends on the joint actions of the state, carriers, shippers and operators of electronic document management. The ministry's task is to create clear rules, ensure technical compatibility and a phased transition so that e-TTN becomes a standard and convenient tool for the market.
The Ministry of Development separately drew attention to the fact that when using an electronic consignment note, a paper copy is not required. The issue of control by Ukrtransbezpeka has been resolved: inspectors have access to the e-TTN system and can carry out full inspections without using paper documents.
