Social expenditures increased: how the Pension Fund of Ukraine distributed almost UAH 940 billion in 2025

In 2025, the Pension Fund of Ukraine significantly increased the amount of financing for social payments. The total amount of funds allocated to pension and other social payments reached UAH 939.5 billion, which is almost 10% higher than the previous year.

This is stated in the review of the results of the Pension Fund of Ukraine's work for 2025, which is quoted by the Ukrinform agency. The report notes that the increase in expenditures occurred against the background of an increase in both the fund's income and the amount of state support.

Compared to 2024, the total expenditures of the PFU for pension and other planned payments increased by UAH 85.1 billion. As a result, the total amount of financing of the Fund's social obligations for the year reached UAH 939.5 billion.

The largest share of expenditures has traditionally been pension payments. In 2025, UAH 799.04 billion was allocated for pension payments, which confirms the dominant role of pension provision in the structure of state social expenditures.

At the same time, the budget revenues of the Pension Fund also increased. The total volume of revenues from all sources of financing in 2025 amounted to UAH 992.8 billion, which is UAH 136.8 billion more than in the corresponding period of the previous year. Of this amount, the PFU's own revenues amounted to UAH 689.9 billion.

A significant part of the financing was provided by the state budget. UAH 213.7 billion was received from the state budget to cover the payments of pensions, allowances and increases assigned under pension programs, as well as to compensate for the deficit of the Pension Fund.

In addition to pensions, the PFU financed a number of other social programs. In particular, UAH 35.9 billion was allocated for the payment of benefits and housing subsidies to citizens for payment of housing and communal services and the purchase of solid fuel. UAH 47.0 billion was allocated for state social assistance.

Also in 2025, the Pension Fund funds were allocated for separate target programs. UAH 1.1 billion was allocated for a one-time cash assistance under the “Schoolchild Package” program, and UAH 2.4 billion for payments under the “Winter Support” program.
