From January 1, 2026, prices for issuing a passport of a citizen of Ukraine in the form of an ID card, a passport for traveling abroad, as well as temporary and permanent residence permits have increased in Ukraine. This was reported by the State Migration Service of Ukraine, specifying that the changes apply to all types of biometric documents.
Reasons for the price increase
The department explained that the increase in cost is due to a change in prices for forms of biometric documents. From January 1, 2026, the State Enterprise "Ukraine Printing Plant" established new tariffs for the production of forms of individual documents, which directly affected the cost of administrative services.
Cost of issuing an ID card
The issuance of a passport of a citizen of Ukraine in the form of an ID card for the first time will remain free of charge for citizens. If the document is reissued, the price depends on the terms: up to 20 working days - 618 UAH, and up to seven working days - 988 UAH instead of the previous 928 UAH.
Prices for an international passport
A passport for a citizen of Ukraine for traveling abroad for up to 20 working days will cost 1,147 UAH, and urgent registration for up to seven working days - 1,787 UAH. This increase reflects the general increase in the cost of biometric services and materials.
Cost of residence permits
A permanent residence permit in Ukraine will now cost 1,235 UAH, while a temporary permit will cost 1,140 UAH. These changes apply to all applicants, except those who submitted documents by December 31, 2025. Citizens who paid for services before this date will receive documents at the old rates.
Conclusions and Recommendations
Experts advise citizens to plan their paperwork in advance, especially if urgent processing is required. The new tariffs highlight the impact of changes in state-manufactured forms on the cost of administrative services and encourage early submission of applications to avoid additional costs.
