In November 2025, the Ukrainian economy demonstrated a significant acceleration in growth rates. Real gross domestic product grew by 5.3%, which significantly exceeds the figure for October, when growth was 2.3%. Such dynamics were recorded despite the systematic shelling of energy infrastructure and power outages.
This was reported by the press service of the Ministry of Economy of Ukraine. The department notes that growth in November was one of the highest monthly indicators in the recent period and indicates a gradual stabilization of economic activity.
The main drivers of GDP acceleration were the agricultural sector, domestic trade, construction and the processing industry. It was these industries that provided the largest contribution to the overall economic result, offsetting the negative impact of energy risks.
In the broader dynamics, growth remains moderate but stable. According to the State Statistics Service, Ukraine's GDP grew by 2.1% in the third quarter of 2025. In total, the economy grew by 1.3% in the first nine months of this year.
The Minister of Economy, Environment and Agriculture of Ukraine, Oleksiy Sobolev, emphasized that the Ukrainian economy continues to grow even in the face of massive attacks on critical infrastructure. According to him, business demonstrates a high ability to adapt, quickly restructuring processes and using alternative sources of energy supply.
In addition, Ukraine is ahead of the aggressor country in terms of economic growth rates. Thus, Russia's real GDP in October was 1.6%, while Ukraine grew by 2.3% during this period, and by 5.3% in November.
The Ministry of Economy also points to the important role of structural factors. The recovery of the economy is supported by the implementation of business development and reconstruction programs financed by international assistance. A significant effect is provided by budget financing for the capital reconstruction of damaged infrastructure, housing construction programs, in particular “eRecovery” and “eHousing”, as well as the procurement of products of the Ukrainian defense-industrial complex.
Structural shifts in industry are separately noted. Production is increasingly focused on activities with high added value. In particular, the share of mechanical engineering in the structure of industrial product sales increased to 9% compared to 5.7% in 2021.
At the same time, industrial enterprises are increasing the utilization of production capacities in the pharmaceutical, food, textile and woodworking industries, which additionally supports economic activity and forms the basis for further growth.
