  • Intel, AMD, Texas Instruments Sued Over Chips Leaking to Russia

    Microchip manufacturers Intel Corp., Advanced Micro Devices Inc. and Texas Instruments Inc. are at the center of a series of lawsuits alleging they failed to block the use of their technology in Russian military equipment used against civilians in Ukraine, Bloomberg reported.

    The lawsuits were filed in a Texas district court on behalf of dozens of Ukrainian civilians. They allege that the companies acted “willfully ignorant” when third parties resold U.S.-sanctioned chips to Russia for use in drones and missiles, in violation of existing restrictions.

    The lawsuits name five specific attacks that occurred between 2023 and 2025 that killed dozens of people. One attack involved Iranian drones with components linked to Intel and AMD, while others involved Russian KH-101 cruise missiles and Iskander ballistic missiles.

    The companies have previously claimed full compliance with sanctions, halted operations in Russia since the war began, and have strict export controls on their technology. Shannon Thompson, deputy general counsel for Texas Instruments, testified before Congress that the company “strongly opposes the use of our chips in Russian military equipment” and that any such shipments are “illegal and unauthorized.”

    One of the lawsuits alleges that the companies demonstrated “internal corporate negligence” due to deficiencies in their export control and diversion prevention systems. In particular, the cases involve the alleged illicit diversion of semiconductor components, including third-party activities, to Russia and Iran for use in precision munitions and drones against civilians.

    The cases were filed in Dallas, Texas, in the U.S. District Court. They challenge chip manufacturers’ liability for controlling supply chains and the use of their products for military purposes in countries subject to U.S. sanctions. The lawsuits could set a precedent in international technology export regulation and corporate liability.
