  • Diya.City continues large-scale growth: residents' revenue approached UAH 270 billion, and the number of companies exceeded 3 thousand

    The Ukrainian legal regime for the IT industry “Diya.City” demonstrates stable and dynamic growth. As of December 1, 2025, there are 3,114 companies in the register, and the total revenue of residents for the three quarters of 2025 reached UAH 267.6 billion. Such data was published by the YouControl analytics system, recording another stage of the expansion of Ukraine's digital ecosystem.

    A comparison of the results for previous years shows a significant acceleration. If in 2023, 908 residents of “Diya.City” collectively received UAH 123.8 billion in revenue, then in 2024, 1,474 companies increased this figure to UAH 209.2 billion. In 2025, the growth continued quarterly: in the first quarter, 497 companies earned UAH 59.04 billion, in the second quarter, 515 residents earned UAH 105.37 billion, and in the third quarter, 522 companies received UAH 103.16 billion in revenue.

    The geography of residency continues to shift to the largest regional centers. The absolute leader remains Kyiv, where 1,704 residents are registered — more than half of all companies. The top five leading regions also include Lviv region (435 companies), Dnipropetrovsk region (167), Kyiv region (136), and Kharkiv region (131). It is significant that more than 58% — namely 1,821 companies — joined the legal regime in 2025 alone, which confirms its high attractiveness for new business.

    The age structure of companies also demonstrates a significant share of young players. The average age of a resident exceeds 3 years, but almost half — 46.4% or 1,445 companies — were registered less than a year ago. The oldest resident is the Cherkasy company “Quartz” LLC, which has been operating on the market for over 33 years. The youngest is the Kyiv-based “Voy Tek” LLC, which received resident status at the end of November 2025, having less than a month from the date of state registration.

    In terms of types of activity, the overwhelming share of companies — 2,639 — are enterprises in the “Information and Telecommunications” sector. At the same time, the structure of residents is becoming increasingly diverse: 132 companies work in the field of professional, scientific and technical activities, and about 6% specialize in the production of other vehicles, which makes the “Diya.City” ecosystem more diverse.

    Foreign capital plays a significant role in the development of the regime. Today, 314 residents — that is, 10% of the total — have 100% foreign investment. The leaders among investors are the USA, which accounts for about a quarter of such companies, as well as Cyprus (48 enterprises) and Estonia (29 residents). The final beneficiaries are both foreigners and Ukrainian citizens, which indicates a mixed ownership structure and the international nature of the industry.

    The growth of the industry is supported by the expansion of human resources. In 2024, among 1617 companies, the total number of personnel reached 67,757 people, while in 2023 a smaller sample employed 39,805 specialists. This confirms that “Diya.City” continues to fulfill its key function — creating favorable conditions for the development of high-tech business and attracting talents.

    Thus, the analysis of indicators demonstrates the systematic and accelerated growth of the digital economy of Ukraine. “Diya.City” forms a competitive environment capable of attracting investments, increasing revenue, and developing the high-tech sector even in difficult wartime conditions.
