The Ministry of Foreign Affairs of Ukraine has published an official position on the protest of Kazakhstan, which expressed concern over the strike by the Ukrainian Defense Forces on the Caspian Pipeline Consortium (CPC) facility in the port of Novorossiysk. Kyiv stressed that it acted solely in response to Russian attacks and did not intend to harm the interests of Kazakhstan.
The statement of the Ministry of Foreign Affairs emphasizes that none of the actions of the Ukrainian army are directed against the Kazakh state. All strikes are carried out to deter and weaken the military-industrial base of Russia, which daily attacks Ukrainian cities, civilian infrastructure and energy facilities. Thus, Ukraine exercises its right to self-defense in the conditions of a full-scale war.
At the same time, Ukrainian diplomacy drew attention to the fact that Kazakhstan had not previously made public statements condemning Russian attacks on Ukrainian civilians. In particular, the Foreign Ministry recalled the attacks on residential areas, critical infrastructure, and the energy system of Ukraine, which are regularly carried out by the Russian Federation.
Ukraine called on all states to make efforts to force Russia to stop the criminal aggression. Kyiv emphasized that it respects the Kazakh people and seeks to strengthen friendly and pragmatic relations with Kazakhstan on the basis of historically close ties between the two countries.
Kazakhstan's protest was expressed after the attack on the CPC infrastructure in Novorossiysk, which Astana called the third case of "aggression" against a civilian object. The Kazakh Foreign Ministry stated that this incident harms bilateral relations and expects Ukraine to take steps to prevent similar situations in the future.
According to Reuters, the Caspian Pipeline Consortium’s Black Sea terminal in Novorossiysk supplies more than 1% of the world’s oil supplies. The CPC, established in 1992, brings together major energy companies from Russia, Kazakhstan, the United States and several European countries, and transports oil from the Tengiz, Kashagan and Karachaganak fields. The consortium said it had suspended operations after one of its berths was seriously damaged by a naval drone attack.
Ukraine has repeatedly carried out strikes on Russian oil refineries and terminals this year. Such actions are aimed at undermining key sources of income for the Russian budget, which continues to finance aggression against Ukraine.
