The third phase of the Ukraine Recovery Program has approved funding for nine more projects submitted by Ukrainian communities. The total amount of support is €100 million, and the funds will be directed to the restoration of housing, medical and critical infrastructure, in particular in the regions most affected by the war. This was announced by the Ministry of Community and Territorial Development.
During two meetings of the Expert Working Group, which coordinates the preparation and implementation of projects in cooperation with the European Investment Bank, proposals from communities from across the country were considered. The meetings were chaired by Deputy Minister of Community and Territorial Development Oleksiy Ryabikin. Based on the results of the analysis, nine initiatives were recommended for implementation that meet the key tasks of post-war reconstruction.
Three of the supported projects are being implemented within the framework of the flagship program of the Ministry of Development and Trade "Movement without Barriers". They will cover the Talnivska community in Cherkasy region, the Morshynska community in Lviv region, and the Oleksandriyska community in Kirovohrad region. These projects are aimed at creating an accessible environment and improving mobility for all residents.
Another six projects concern the modernization and reconstruction of infrastructure. In Volyn region, gas piston and gas turbine plants will be built, including cogeneration systems and modular boiler houses, which will strengthen the energy autonomy of the region. In Rivne region, a program for the reconstruction and overhaul of medical institutions will be financed. In Zaporizhia, four major projects are being implemented: reconstruction of the heating system and shelters in hospitals, overhaul of a medical institution with the arrangement of an acute rehabilitation center, as well as the construction of a new Citizens' Safety Center.
In total, following the results of three meetings of the Expert Group this year, 18 projects have already been selected for funding under the “Reconstruction of Ukraine III” program (tranche B). Among the priorities are providing housing for internally displaced persons, modernizing heat and water supply systems, creating shelters in schools and hospitals, developing rehabilitation centers, and expanding accessible space in communities. A separate direction is the construction of factory kitchens to ensure quality nutrition in schools.
Deputy Minister Oleksiy Ryabykin emphasized that special attention is paid to frontline regions that are most in need of quick solutions and support from international partners.
During the period from September 11 to 30, communities had the opportunity to submit their projects for competitive selection through the DREAM digital system. In total, 677 applications were received for the amount of UAH 24.2 billion, which indicates a large-scale request from communities for the restoration, development, and modernization of critical infrastructure.
