  • In September, over 79,000 Ukrainians received temporary protection in the EU — a record in the last two years

    In September 2025, the European Union countries issued 79,205 new decisions granting temporary protection to Ukrainian citizens who were forced to leave the country due to the war. This is 49% more than in August and is the highest figure in the last two years, Eurostat reports.

    Analysts attribute the increase in the number of new decisions to the recent decision of the Ukrainian government to allow men aged 18 to 22 to temporarily travel abroad without restrictions. This decision led to a wave of new asylum applications in EU countries.

    As of the end of September 2025, 4.3 million Ukrainian citizens had temporary protection status in the European Union. This is 49,555 people (1.2%) more than a month earlier. Thus, the number of Ukrainians under EU protection is again showing an upward trend after a period of stabilization in the middle of the year.

    The largest number of Ukrainians with a valid temporary protection status are hosted by Germany, Poland and the Czech Republic. In particular, 1,218,100 people are in Germany (28.3% of all Ukrainians under protection), 1,008,885 in Poland (23.5%), and 389,310 in the Czech Republic (9.0%). The most noticeable increase in the number of people in September was recorded in Poland (+12,960), Germany (+7,585) and the Czech Republic (+3,455). Only in France was there a slight decrease - by 240 people.

    If we compare the share of Ukrainians per population, the Czech Republic maintains its leadership with an indicator of 35.7 people per thousand population. Poland (27.6) and Estonia (25.5) follow. For comparison, the average indicator for the EU is 9.6 Ukrainians per thousand inhabitants. This indicates a significant concentration of Ukrainian communities in Central European countries, which have become the main points of refuge since the beginning of the full-scale invasion.

    According to the structure of recipients of temporary protection, Ukrainian citizens account for 98.4% of all persons with such status in the European Union. Among them, women account for 44%, children for 31%, and men for 25.1%. This distribution has remained stable in recent months and confirms that the majority of Ukrainians who have found refuge in the EU are families with children and women of working age.

    Thus, September became a month of a noticeable recovery in migration dynamics. Experts expect that if the military situation and flexible border crossing rules remain, the number of Ukrainians under protection in the EU could exceed 4.5 million by the end of the year.
