Ukraine has introduced a new contract system for military personnel, which provides for increased financial support, the ability to independently choose the place of service, and flexible contract duration. This was discussed during a meeting of the Supreme Commander-in-Chief’s Headquarters, where President Volodymyr Zelenskyy and the state leadership discussed key changes for the Armed Forces. The system should come into effect in early 2026.
According to Defense Minister Denys Shmyhal, the main innovations include the ability to sign contracts for a period of 1 to 5 years. For contracts for 2–5 years, a 12-month deferral from mobilization is provided after completion of service, which allows military personnel to plan their professional life and social guarantees.
As for financial conditions, the base salary will be from 50,000 to 60,000 hryvnias per month. Added to this are allowances, increased combat pay, and a bonus for signing a contract, which increases depending on the length of service. Thus, the system stimulates long-term service and professional development in the army.
One of the key innovations is the right of servicemen to choose a brigade and position, which allows for a more efficient distribution of personnel and taking into account the professional interests of personnel. Contracts will be available primarily to active servicemen, and after amendments to the legislation - to recruits.
Back in August, the Cabinet of Ministers expanded the pilot project “Contract 18–24”, covering positions related to the operation of unmanned systems. In addition, a separate form of contract was introduced for citizens under 25 years of age, and the categories of servicemen entitled to one-time cash assistance were also expanded.
The Minister of Defense emphasized that the new system is aimed at creating a professional European army, which will remain a key guarantee of Ukraine’s security. "I thank all the defenders who fight for our state and future," said Shmyhal, emphasizing the importance of supporting personnel and modernizing service conditions.
The new contract system should become not only an incentive for the professional development of the military, but also a mechanism for increasing the efficiency and combat readiness of the Armed Forces of Ukraine in the coming years.
