The National Bank of Ukraine has announced the start of a second round of discussions on changes to the procedure for cashless payments in the national currency. The aim of the initiative is to simplify the procedure for transferring funds without opening an account for both payment service users and providers of these services. This was reported by the regulator's press service.
The preliminary stage of consultations lasted from June 27 to July 13, 2025, during which the market actively participated in the discussion of the draft resolution of the NBU Board "On Approval of Amendments to the Instructions on Cashless Payments in the National Currency for Payment Service Users". Based on the comments and suggestions received, the document was significantly revised, and now the regulator offers to familiarize yourself with the updated version.
Among the main innovations is the optimization of the requirements for the details of the payment instruction, which the payer fills in to transfer funds without opening an account. The National Bank has detailed the list of required data depending on the payment method. If the transfer is made to a bank account, you must indicate the name, surname (patronymic - if available), code and account number of the recipient. In the case of a transfer to an electronic payment instrument, only the card number or other electronic instrument is indicated. For cash payments, the recipient's name and surname are sufficient.
The procedure for paying for housing and communal services has also been simplified. From now on, the payer does not need to enter his personal data - surname, first name, patronymic or identification code. This will speed up the process of making regular payments, especially when using electronic services or self-service terminals.
The revised document also provides for the possibility for providers of money transfer services without an account to provide payers with the right to indicate the details of the actual payer. Such a norm is useful, for example, when one person pays utility bills or other bills instead of another.
In addition, the regulator proposes to allow automatic filling of some details in the payment instruction. These include data on the purpose of the payment, the name of the recipient, the EDRPOU code and the account number - in particular, when paying for utilities or paying taxes and fees to the budget. This approach should reduce the number of technical errors and make calculations more convenient and faster for all participants in the financial system.
The National Bank calls on market participants to re-submit their proposals for the improved draft resolution. It is expected that the adoption of the updated version of the instruction will increase the efficiency of non-cash transactions, promote the digitalization of payments and create more convenient conditions for citizens and businesses.
