On October 1, 2025, Ukraine received a tranche of €4 billion from the European Union as part of the G7 Extraordinary Revenue Acceleration for Ukraine (ERA) initiative. This is the third tranche in 2025: in total, €14 billion out of the planned €18.1 billion has been received from the EU, with the remaining funds expected by the end of the year.
According to the Ministry of Finance of Ukraine, the funds received can be used for priority state budget expenditures, in particular in the social sphere, to support military needs and restore the country's infrastructure.
Finance Minister Serhiy Marchenko emphasized that since February 2022, the EU has been the largest donor of direct budget support to Ukraine - the total amount is €62.5 billion. ERA funds have become a key tool for ensuring budget needs in 2025.
"I am grateful to the European Commission for understanding Ukraine's needs and taking a proactive stance on this issue. The further use of frozen Russian assets for Ukraine's needs remains on the agenda of meetings with European colleagues," the minister noted.
The G7 ERA mechanism provides for the provision of a loan to Ukraine, the repayment of which is carried out at the expense of profits from frozen Russian sovereign assets. In 2024–2025, the G7 countries and the EU have already provided Ukraine with almost $28 billion in financing under this initiative.
Excluding today's tranche, the EU managed to attract 10 billion euros within the framework of the ERA. It is expected that Ukraine will receive the remaining funds in installments by the end of 2025. These financial revenues allow the state to stably finance social and defense needs, as well as accelerate the country's recovery from the devastation caused by the war.
