State land in price: average fee per hectare in 2025 exceeded 21 thousand hryvnias

In 2025, the demand for sublease of state land in Ukraine remains consistently high. Farmers from all over the country actively participate in open land auctions, which stimulates healthy competition and a significant increase in the cost of rent. According to the Minister of Agrarian Policy and Food Vitaliy Koval, in some cases the price per hectare exceeds 30 thousand hryvnias.

According to the statistics of the Land Bank, from three to twelve participants apply for one lot, depending on the size of the plot. The greatest competition is observed in the category from 500 to 1000 hectares - an average of 12 applications per lot. Smaller plots up to 10 hectares have about 3.2 offers, while medium-sized ones - 50–100 hectares - already have more than eight.

Such a high level of competition generates a noticeable increase in prices. According to the results of this year's auctions, the average cost of sublease is UAH 21,500 per hectare, while in some segments it has already exceeded UAH 30,000/hectare. This indicates not only interest in the resource, but also growing confidence in the mechanism of land distribution through auctions.

The Minister emphasized that the return of land to circulation through transparent auctions is of strategic importance for the state. Each hectare ensures the production of agricultural products, job creation, filling local budgets and payment of the minimum tax liability. Thus, the land works for the economy, and does not stand idle.

The successful functioning of the "Land Bank" has become an important factor in the process of reforming land relations. The new approach has allowed farmers across the country to gain equal access to state-owned land, increased the transparency of the procedure and significantly activated the market.

"There is demand. There is trust. The result is growing," Vitaliy Koval summed up. According to him, new auctions and even more opportunities for domestic farmers are ahead. Sublease of state land is becoming an effective tool for restoring the economy and strengthening agriculture in wartime.
