eHousing Program in Ukraine: Over 2,000 Ukrainians Received Housing on Favorable Terms in 2025

In 2025, over 2,000 Ukrainians took advantage of the opportunity to purchase housing under the "eHousing" program, which provides state preferential loans at 3% or 7%. This program has become a significant support mechanism for citizens looking for housing in the primary and secondary markets. The largest number of housing purchases was made in the capital and Kyiv region.

Details of the "eHousing" program

The "eHousing" program provides Ukrainians with the opportunity to purchase housing on favorable terms, depending on the client category. In total, the following were purchased under the program:

1,417 objects in the primary market, including 443 objects under construction.

977 objects in the secondary market.

In particular, 188 private houses and townhouses were purchased in this number. The share of new buildings increased from 33% to almost 60% compared to last year.

Who used the program?

The "eHousing" program became available to a wide range of citizens, including veterans, combatants, teachers, medical workers and other categories of citizens. The distribution by category is as follows:

8997 military security officers, 1354 teachers, 1355 doctors and 354 other categories used the benefits under 3%.
4196 people who did not have housing, 593 combatants and 385 veterans received a loan under 7%.

The largest number of housing units under the program was purchased in the following regions:

* Kyiv city – 3672 purchases.
* Lviv region – 1040 purchases.
* Odesa region – 810 purchases.
* Vinnytsia region – 749 purchases.
* Ivano-Frankivsk region – 747 purchases.
* Rivne region – 715 purchases.
* Volyn region – 687 purchases.
* Dnipropetrovsk region – 547 purchases.
* Khmelnytskyi region – 549 purchases.
