Labor Market in Ukraine: Growing Demand and Supply, but a Significant Shortage of Personnel

In May 2025, the Ukrainian labor market demonstrated significant growth in both the number of vacancies and the number of resumes, which indicates an active recovery of economic activity in the country. According to the National Bank of Ukraine, the number of new vacancies increased by 7% compared to last year, while the number of resumes increased by 36%.

Despite this positive trend, the problem of personnel shortage remains relevant for Ukrainian enterprises. Although the demand for labor has partially decreased due to the increase in supply, the mismatch between the qualifications of job seekers and the requirements of employers remains a serious obstacle to effective employment.

The NBU emphasizes that high inflation complicates the situation with the growth of real incomes of citizens, despite the growth in nominal wages. Workers' expectations regarding working conditions largely correspond to employers' proposals, which keeps the pace of wage increases at a stable level.

In order to attract personnel, companies are increasingly resorting to non-price incentives, such as housing offers, flexible work schedules or the ability to work remotely. These approaches help reduce the impact of staff shortages on business processes, but do not solve the problem as a whole.

The Ukrainian labor market remains dynamic and requires further improvement of mechanisms for adapting to the new realities of economic development. The responsibility for addressing these challenges lies with government structures, the business community and educational institutions, which together should contribute to stabilizing the labor market and increasing its efficiency.
