On May 30, 2025, the Cabinet of Ministers of Ukraine approved a number of important changes to the reservation procedure for military personnel, which will allow for the maximum preservation of the personnel potential of enterprises that are critical to ensuring the country's defense capability. The initiative proposed by the Ministry of Economy is aimed at stable support for sectors that work for the needs of the Armed Forces of Ukraine during martial law.
According to the new rules, 100% of military personnel of enterprises, institutions and organizations that are officially recognized as critical to ensuring the needs of the Armed Forces of Ukraine and other law enforcement agencies will be able to receive reservations. This significantly expands the possibilities of protecting the personnel of such institutions from mobilization, which will allow them to continue working without interruption.
Special attention in the updated procedure is paid to enterprises responsible for the protection of fuel and energy complex facilities. Simplified conditions have been introduced for them: they can use any three of the existing eligibility criteria. In particular, the requirements for the absence of tax arrears and a minimum average salary of 20 thousand hryvnias, which were previously mandatory, have been canceled. This will facilitate the booking procedure for energy companies and strengthen their ability to support critical infrastructure in wartime.
“This decision allows the state to respond more flexibly to security challenges and ensure the stable operation of companies that play a key role in supporting the army, the energy system and the lives of citizens. We include both those involved in the production of drones and specialists in medical training — all of them are critically important for our victory,” Deputy Minister of Economy Vitaly Kindrativ emphasized.
At the same time, the conditions for submitting applications for booking remain unchanged. The enterprise must be officially included in the list of critical ones — this is carried out by the relevant state bodies, in particular the Ministry of Defense or the Ministry of Energy. The application is submitted exclusively in electronic format through the "Diya" portal.
The booking procedure remains fully digitalized, transparent and unified. It allows for the most efficient administration of the processes of retaining key employees in places where their work is most needed. Government officials are confident that the innovations will contribute to both increasing defense capabilities and the stable functioning of the economy in wartime.
