Rebuilding Ukraine in 2025 will require $17.3 billion: priority — housing, infrastructure and community security

According to updated calculations within the framework of the RDNA4 mechanism, agreed with international partners, for the full recovery of Ukraine after the large-scale destruction caused by the war, it is necessary to attract at least $524 billion. Such data was published by the Ministry of Development of Communities, Territories and Infrastructure.

The needs for 2025 alone amount to $17.3 billion. As the department emphasizes, the main areas of investment should be: the housing sector, restoration of critical infrastructure, stabilization of the energy system and development of social services. Considerable attention is paid to territories that are constantly under threat — border and frontline communities.

Minister Oleksiy Kuleba reported that 36.5 billion hryvnias of subsidies have been provided from the state budget to support local finances. In addition, almost 2 billion hryvnias have been allocated directly to 180 communities in nine regions located near the front line or the state border.

These funds are intended for emergency work after shelling, construction of protective shelters, purchase of equipment for communal needs, as well as restoration of heat supply systems and gas pipelines. The largest amounts of funding have already been received by: Kharkiv region — almost 500 million hryvnias, Kherson region — over 200 million hryvnias, Sumy region — 200 million hryvnias, Donetsk region — 150 million hryvnias, Dnipropetrovsk region — 60 million hryvnias.

A separate block of restoration efforts is related to ensuring the stable functioning of military logistics. To this end, 5.2 billion hryvnias have already been allocated for the maintenance and repair of roads, as well as for evacuation routes that are critically important for the work of the Armed Forces of Ukraine and the healthcare system. The list of infrastructure facilities has been agreed in close coordination with the General Staff of the Armed Forces of Ukraine.

Another important step was the resumption of funding for the State Fund for Regional Development, for the first time since the start of the full-scale invasion. In 2025, its volume will be 1 billion hryvnia, and in 2026 the government plans to increase funding to 1.5% of state budget revenues, which will be approximately 30 billion hryvnia. This will open up new opportunities for the implementation of strategic projects in the regions.
